Phase 4 Implementation of the Foundations for Evidence-Based Policymaking Act of 2018

This Memorandum provides guidance to CFO Act agencies necessary to meet certain requirements of the Foundations for Evidence-Based Policymaking Act of 2018 (“Evidence Act”),1 which was signed into law on January 14, 2019. The Evidence Act advances program evaluation as an essential component of Federal evidence building. 2 Evaluation is an assessment using systematic data collection and analysis of one or more programs, policies, and organizations intended to assess their effectiveness and efficiency.
